Neighborhood Development

About the Community Development Block Grant Program

We undertake many major neighborhood revitalization projects funded by federal Community Development Block Grants, along with a wide variety of other federal, state, and local matching funds. These projects have provided housing rehabilitation, replacement housing construction, relocation assistance, urban homesteading and infill housing development. Public improvements have included:
  • Drainage improvements
  • Neighborhood recreation areas
  • New or reconstructed streets
  • Sewer lines
  • Sidewalks
  • Streetlights
  • Water lines

James City County Neighborhood Development works to provide safe, decent and affordable housing to families in our workforce earning up to 80% of the Area Median Income. We succeed, in large part, due to partnerships. The 3D house is a result of partnerships with the developer, Habitat for the Peninsula and Greater Williamsburg, the Printer- Alquist 3D, and partnerships with Virginia Housing, and the Virginia Department of Housing and Community Development.

Ironbound Square

The project was designed to assist households with housing rehabilitation, replacement, or relocation; to demolish dilapidated, substandard structures, and to upgrade the neighborhood park.

Funding

Neighborhood Development obtained $1,384,000 in Community Development Block Grants (CDBG), and approximately $3 million private, local, state and other federal funds to finance the project.


Concept Plan

A concept plan for the redevelopment included:
  • Senior housing apartment building
  • Single family lots; new streets
  • Improvement of existing streets
  • Upgrades to the neighborhood park was created during a 3-day community design workshop by residents and stakeholders

Project Status

To date, 27 houses have been rehabilitated, 24 blighted structures demolished, a 67-unit senior housing apartment complex is fully occupied, and 16 new or replacement homes are complete. Each of the new homes will be EarthCraft Certified.
