About the Purchasing Office

The Purchasing Office manages all County procurement activity to provide taxpayers with maximum value and secure high quality goods and services at reasonable cost. We guarantee that all purchasing actions are conducted in a fair manner and allow all qualified vendors access to County business.

Electronic Procurement System

The Purchasing Office uses eVA, the Commonwealth of Virginia’s electronic procurement portal for solicitation distribution. Registration on the eVA website is step one in doing business in James City County and over 663 other local governments and state agencies in the Commonwealth of Virginia.

Due to the COVID-19 National Emergency declaration, James City County will now only accept electronic copies of posted IFB’s/RFP’s. To maintain the integrity of the sealed bid/proposal process, vendors must sign up and register with Demand Star prior to the due date and time specified in the RFP documents including any addenda issued, in order to submit their bids/proposals.
