About Our Strategic Plan
James City County Department of Social Services’ 2025 Strategic Plan is a guide – for County employees and residents – to many of the critical priorities that will guide our team’s work to support our growing community over the coming years. There is virtually no corner of James City County that the team at Social Services does not engage in a variety of ways, as we work to ensure we provide the right balance of information, support and service to every resident in our community.

We will work to ensure that County residents and our community partners are knowledgeable about the work, resources and services we provide, and how best to access them.
- Community Outreach
Develop and implement a Community Outreach Plan to better communicate to and meet residents where they are and to educate residents about benefits and services - County Collaboration
Inventory existing outreach efforts, and identify new approaches to build on the department’s outreach efforts with our county partners to serve residents and grow community awareness of DSS services - Physical Space
Increase our ability to reach and serve all County residents by developing plans to address the department’s growing physical space needs and increasing access to DSS’ offices
We will create an organizational culture that is healthy, resilient and engaging, and a work environment where every employee can do their best work.
- Stronger Culture
Develop a set of core values and a philosophy of services that creates a culture of kindness that permeates how we hire, promote and collaborate to serve the community - Staff Development
Develop a plan to ensure our employees have the knowledge, skills and equipment needed to do their work, and clear pathways for professional growth
We will adjust our workflow to leverage changing technologies and enhance client-centered approaches to the delivery of benefits and services.
- Operational Efficiency
Audit our approaches to workflow and regularly collaborate with internal work groups to review opportunities for our team to operate more efficiently - Emergency Preparedness
Develop comprehensive plans to ensure staff is aware of, prepared for, and trained for emergencies (e.g., natural disasters and other emergency or safety-related situations) - Collaborative Solutions to Address Community Needs
Enhance a seamless, collaborative network of service providers to strengthen our ability to address the health, housing, and special needs of vulnerable populations in our community - Safe & Affordable Housing
Support an increase in the availability of safe, affordable and distributed housing that serves vulnerable families and individuals - Stronger Elder Care
Continue to build a stronger and comprehensive continuum of care for the County’s elder population with an emphasis on the quality and affordability of wrap-around services
